Minister of Digital Affairs for Rhineland-Palatinate, Dörte Schall (SPD), is urging the federal government to take a more proactive approach in standardizing and simplifying online procedures across German administrations and authorities. "It's high time we have a common game plan," Schall stated to the German Press Agency in Mainz. "We can't afford to remain entangled in trivial matters anymore."

Before the upcoming Digital Ministers' Conference in Ingelheim, Schall emphasized the need for centralization of online services such as vehicle registration, a move that would benefit both citizens and administrative staff. "The absence of uniform guidelines results in confusion, making it challenging for municipalities at varying stages of digitalization to harmonize their efforts effectively," she explained.

Streamlining the Process

To tackle this issue, Schall proposes a central, standardized software solution that would act as a cornerstone for a unified digital environment. In addition, she stresses the importance of addressing the lack of interfaces in social administration, where cross-border process digitalization would be highly beneficial. "We've wasted enough time discussing potential solutions. Now is the time to cut through the red tape," Schall asserted.

The upcoming Digital Ministers' Conference, featuring attendees from all federal states, will address three key areas: expanding digital infrastructure with the objective of universal mobile and broadband coverage, as well as the provision of fiber optic connections.

Exploring AI Technologies and Protecting Citizens

The deployment of artificial intelligence (AI) and the safeguarding of citizens from AI misuse are also on the conference agenda. Furthermore, the conference will delve into the topic of European digital sovereignty – an important issue that ponders how Europe and Germany can establish distinctive software solutions on the global stage, thereby separating themselves from the competitive US and Chinese markets.

Current Initiatives- Digital Ministry: Germany's new Ministry for Digitalization and State Modernization is committed to driving digitalization efforts, which may result in more centralized and simplified digital services.- Digital Strategy: The German Federal Government's digital strategy underscores the importance of reducing obstacles and promoting digital participation – an aspect that could extend to improving cross-border digital services.

Implementation of these strategies can lead to a more streamlined online administrative landscape and enhance cross-border digitalization in social administration by leveraging technology, standardization, and collaboration.
