Government of Ghana Engaged in Discussions with Potential Investor for Modernization of AT Telecom

The Ghanaian government has taken a significant step towards revitalizing state-owned telecom operator AT, formerly known as AirtelTigo Ghana. In a move aimed at enhancing Ghana's digital infrastructure and market competitiveness, the government has been involved in negotiations to revamp AT through a strategic investment partnership.

On April 11, 2025, AT Ghana signed a joint venture agreement with UK private equity firm, Hannam Investments. The financial terms of this deal, including the amount invested and ownership stakes, have not been publicly disclosed.

The partnership is expected to strengthen AT Ghana's market position, potentially intensifying competition among Ghana’s telecom operators. This strategic investment should contribute to improved services, affordable connectivity, and help Ghana achieve its ambition of broader digital inclusion and competitiveness in the ICT sector.

The exact timeline for the full implementation of the revamp or rollout of new services has not been detailed. However, given government digital policy milestones targeting expanded connectivity and 5G rollout by Q4 2025, it is likely that the effects of this partnership could align with broader telecom infrastructure upgrades planned for 2025.

The negotiations mark a significant step towards reviving AT's competitive position in the telecom market. The deal is part of efforts to strengthen market competition and inject capital and technical know-how into AT to revive the company.

Communications Minister, Samuel Nartey George, announced the negotiations during a stakeholder meeting with telecom CEOs on May 30. He also mentioned that MTN is welcome to participate if they are interested in the resources being offered.

In addition, the government has approved new spectrum allocations for MTN and Telecel, and is considering connecting entity licenses to help AT and Telecel access NGIC infrastructure. A 60-day window has been set to finalize the deal for the takeover and revamp of AT.

This strategic move is a testament to the Ghanaian government's commitment to improving the performance of AT in the Ghanaian telecom market. Once completed, the strategic investor will bring new resources and expertise to AT, positioning the company for a more competitive and robust future in Ghana's telecom sector.

In the context of the strategic investment partnership between AT Ghana and Hannam Investments, the deal is expected to involve significant infusion of capital from the finance sector. Furthermore, this partnership is anticipated to bring advanced technology and business strategies to bolster AT's market position in Ghana's competitive telecom sector.
