Governor Hochul of New York allocates $21 million for the financing of the Clean Mobility Program
New York Gov. Kathy Hochul has announced a significant investment in sustainable transportation with the launch of the Clean Mobility Program. The program, administered by the New York State Energy Research and Development Authority (NYSERDA), offers over $21 million in competitive funding for community-led zero-emission transportation demonstration projects across New York State.
Eligible Technologies
The Clean Mobility Program supports a range of innovative, clean transportation solutions. Eligible technologies include electric bikes (e-bikes), electric scooters (e-scooters), on-demand electric vehicle ride-hailing, small-scale, on-demand electric public transit services, and shared electric vehicle options.
Project Requirements
Projects must expand access to scalable, shared, zero-emission transportation options that offer long-term affordability and can continue beyond the funding period. E-bikes and e-scooters must meet industry safety standards, such as being UL-certified.
Funding Details
Each project can receive up to $3 million, with a total funding pool of over $21 million statewide. At least 20% cost share of the total project cost is required in non-NYSERDA funding.
Eligible Applicants
Local governments, transit operators, community-based organizations, and employers with more than 1,000 employees are eligible to apply. Only one proposal per applicant will be awarded.
Application Requirements
Proposals for funding must include a completed planning document covering community engagement, site identification and operations, project partner identification, technical feasibility assessment, and a policy and regulatory feasibility assessment.
Program Priorities
The Clean Mobility Program prioritizes projects that serve historically marginalized and underserved communities to improve connections to job centers, services, and transit options.
Application Process and Deadlines
Applications are due by September 25, 2023. NYSERDA is hosting a webinar on August 7 and a virtual showcase on August 14 to assist prospective applicants.

Christian stated that the Clean Mobility Program is critical for investing in and creating affordable transportation opportunities for New York citizens. New York State Department of Transportation Commissioner Marie Therese Dominguez emphasized that clean transportation solutions improve public health, advance equity and accessibility, and build a more sustainable, connected future.
