While Pham was in town for the third United Nations Ocean Conference (UNOC 3) and some sweet bilateral action in France, he took a break to gather insights from our smart-as-a-whip homies who call the City of Lights home.

Our ambassador to France, Đinh Toàn Thắng, spilled the beans on the size of the Vietnamese community in France – it's over 300,000 strong and studded with about 50,000 intellectuals. They've been making moves in various fields, and many have scored top spots in French agencies. They're dedicated to supporting Việt Nam's growth with their savvy and overseas networks.

Our brainy bros in France shared their know-how on crucial sectors that line up with Việt Nam's goals, like nuclear energy, semiconductor tech, AI, and high-speed rail development. They laid out plans, pinpointed potential collaborators from both here and abroad, and showed an interest in joining forces with more aiding mechanisms in their quest to level up Việt Nam's scientific and technological advancement.

Pham and his crew of ministers and sector heads had some in-depth chats on issues related to nuclear power, AI, semiconductors, and high-speed rail infrastructure.

Pham appreciated the commitment and intellectual contributions from the Vietnamese diaspora, especially during this period when Việt Nam's ramping up for a big leap forward.

Building an independent and self-sufficient economy while staying connected to the global scene is vital to Việt Nam's game plan, according to Pham. That means Việt Nam needs to be self-reliant in science and technology. To make that dream a reality, efforts are being made to improve frameworks, bust through barriers, and update infrastructure and human resources.
