Vietnam Introduces NDAChain to Boost Digital Independence
Vietnam has introduced NDAChain, a state-supported national blockchain platform designed to reinforce digital sovereignty and accelerate the country’s transition towards a secure digital economy. This Layer 1 permissioned blockchain, developed by the National Data Association and operated by the Ministry of Public Security’s National Data Center, integrates a hybrid architecture that combines centralized and decentralized components to provide a robust decentralized trust layer for critical sectors and national data systems.
Key Features and Progress
The official rollout of NDAChain is scheduled for July 2025. The blockchain operates on a Proof-of-Authority (PoA) consensus protocol enhanced with Zero-Knowledge Proofs (ZKP), enabling high efficiency with up to 3,600 transactions per second and strong security. The system is supported by a network of 49 validator nodes, distributed across public institutions and major private sector entities.
Full integration into the National Data Center infrastructure is planned by the end of 2025, with phased expansions to local governments, universities, and public service organizations scheduled for 2026. NDAChain is projected to reach full operational maturity by 2026.
Addressing Digital Challenges
NDAChain serves as the foundational layer of data verification for government and private sector databases, including integration with the national digital identity system (VNeID), enabling trusted automated workflows and identity verification. The platform addresses persistent problems in centralized data models such as cybersecurity vulnerabilities, limited scalability, and restricted interoperability at a global level.
Reinforcing Digital Sovereignty
The platform aims to reinforce digital sovereignty by protecting critical national data against forgery, leakage, and misuse through its decentralized architecture. Sectors such as e-government, finance, healthcare, logistics, and education are expected to benefit from this enhanced security.
Future Plans
Future plans for NDAChain focus on sector-specific Layer 2 application development, international cooperation, and blockchain skill development in Vietnam’s IT workforce. The platform also aims to expand practical blockchain use cases, especially in combating counterfeit products in food and pharmaceuticals via transparent supply chain tracking.
