Vietnam Launches NDAChain: A Secure and Scalable National Blockchain Platform

Vietnam has introduced NDAChain, a state-supported blockchain initiative aimed at reinforcing digital sovereignty and accelerating the transition towards a secure digital economy. Launched in July 2025, NDAChain serves as a decentralized trust layer that enhances security, scalability, and integration for the country’s digital infrastructure across government and private sectors [1][2][5].

NDAChain is Vietnam's national blockchain platform, designed to protect sensitive national data, improve cybersecurity, prevent data fraud, and modernize critical services including e-government, finance, healthcare, logistics, and education [1][2][3]. The platform operates as a Layer 1 permissioned blockchain using a hybrid architecture that balances centralized control with decentralized verification [1][2][3].

The NDAChain system is supported by a network of 49 validator nodes, distributed across public institutions and major private sector entities such as Zalo, Masan, SunGroup, Sovico, MISA, and VNVC. These nodes employ a Proof-of-Authority consensus mechanism combined with Zero-Knowledge Proofs to ensure privacy, tamper resistance, and efficiency [2][3][4]. The platform processes between 1,200 and 3,600 transactions per second with low latency (~0.5 seconds), supporting scalability for growing data demands [2][3].

Within Vietnam’s digital sovereignty strategy, NDAChain acts as a protective verification layer for the National Data Center, safeguarding digital identities (linked to the national ID system VNeID), automating verification processes, and combating fraud (especially in product authentication and document certification) [3][4][5]. It aims to reduce reliance on vulnerable centralized databases by embedding transparent, trusted blockchain validation to secure the national digital ecosystem, thereby reinforcing Vietnam’s autonomy over its data and digital economy [1][5].

Key functional highlights include integration with Vietnam’s National Decentralized Identity System (NDA DID) for secure, fraud-resistant digital identity verification, support for real-time product origin verification in supply chains to fight counterfeit goods, and facilitation of automated and tamper-proof certification in sectors such as education, insurance, and finance [4]. NDAChain also complies with international standards such as W3C Decentralized Identifiers and GDPR, ensuring global interoperability and data protection norms [2].

By reinforcing data protections and ensuring consistent governance, Vietnam is poised to influence the trajectory of digital transformation in both regional and global contexts. Analysts believe that NDAChain, developed by the National Data Association (NDA) and managed by the Data Innovation and Exploitation Center under the Ministry of Public Security, could serve as a template for future digital governance efforts, especially in jurisdictions emphasizing sovereignty and regulatory precision over market liberalization [6].

Unlike many global blockchain networks, NDAChain does not revolve around financial speculation and decentralized governance. It functions without a public-facing cryptocurrency, serving strictly as a permissioned infrastructure controlled by the government [7]. Vietnam's commitment to NDAChain reflects a forward-looking approach to national data management and cybersecurity.
