The White House has issued a memorandum outlining guidelines for applying artificial intelligence (AI) to national security goals. The document includes policy and talent benchmarks for AI implementation, aiming to maintain the U.S.'s strategic advantage in this era-defining technology.

Agencies are urged to consider programs attracting AI experts from industry, academia, and civil society. Within 90 days, the White House aims to streamline visa processing for these specialists. Additionally, agencies must identify AI training opportunities and revise hiring policies within 120 days.

The Commerce Department's AI Safety Institute will lead testing for safe and trustworthy AI models. Agencies must assess and mitigate risks of bias, human rights violations, and discrimination in AI use. The memorandum aligns with the president's 2023 AI executive order on safe and secure AI deployment.

The Biden administration has laid out clear steps for agencies to foster AI talent, ensure safe AI use, and maintain the U.S.'s competitive edge in AI. The memorandum underscores the significance of AI to national security and the need for strategic planning in its implementation.
